Pennsylvania's New KOEZs Are a Knockout
In Spring of 2001, Governor Tom Ridge announced the creation of 12 new Keystone Opportunity Expansion Zones (KOEZs).
KOZs and KOEZs mean tax incentives for businesses operating in and hiring employees from these areas. New tax incentives are targeted at banks, insurance companies and utilities.
The twelve (12) expansion zones are:

City of Philadelphia (1,146 acres): Northeast Philadelphia Airport, Upper Delaware River, Central Delaware River, Lower Delaware River, Frankford/Torresdale, West Philadelphia, Upper Schuylkill River, Lower Schuylkill River.
Lehigh Valley (425 acres): Lehigh County (City of Allentown, Washington/Slatington), Northampton County (Allen Township, Pen Argyl), Monroe County (East Stroudsburg, Stroud Township (Crowe Road), Stroud Township II (191 Corridor), Stroud Township III (Business Route 209).
Luzerne/Lackawanna/Wayne (1,494 acres): Luzerne County (Hazle Township, City of Hazelton, Wright Township, Nanticoke/Hanover/Ashley/Pittston/Duryea), Lackawanna County (City of Scranton), Lackawanna/Wayne (Archbald, Dumore, Jessup, Moosic, Taylor, Covington, City of Carbondale, Palmyra Township).
Northcentral (1,435): Clearfield County (Clearfield Fireman’s Industrial Park), Clearfield/Jefferson Counties (DuBois area), Elk County (RIDC Park, St. Mary’s Area), Jefferson County (Pinebrook Industrial Park, Reynoldsville/McCalmont), McKean County (Bradford Area, Kane Area).
Northern Tier (177 acres): Bradford County (Sayre Borough II), Sullivan County (Endless Mountain Industrial Complex), Susquehanna County (Forest City, Blue Ridge, Bridgewater II).
Northwest (1,196 acres): Crawford County (NWE-01 (Crawford County Industrial Park - West and Cambridge Business Center)), Erie County (NWE-02 (City of Erie), NWE-03 (City of Corry), NWE-04 (Fairview and Millcreek)), Lawrence County (NWE-05 (R.W. Elliot, Inc., New Castle Development, RIDC-Neshannock Business Park, Saturn Site)), Mercer County (NWE-06 (Haywood Industries and Farrell-Sharpsville), NWE-07 (Reynolds East Business Park)), Clarion County (NWE-08 (Clarion County Trinity Development)).
Schuylkill/Carbon (845 acres): Schuylkill County (Tamaqua/Rush, Mahanoy/Ryan/West Mahanoy, Shenandoah, City of Pottsville, Highridge-North/Girardville), Carbon County (Summit Hill/Lehighton, Little Gap).
Central (1,036 acres): Lycoming/Union Counties (Great Stream Commons), Mifflin County (Mifflin County Industrial Park), Northumberland County (Coal Township), Union County (Mifflinburg).
Southcentral (65 acres): York County (Red Lion, Windsor Township, York Township, City of York).
Southeast (319 acres): Berks County (City of Reading), Bucks County (Bristol), Chester County (Downingtown), Delaware County (City of Chester).
Southern Alleghenies (1,102 acres): Bedford County (Bedford Springs, Breezewood), Bedford/Huntingdon counties (913 corridor), Blair County (I-99 corridor, Northern Altoona Extended), Huntingdon County (522 corridor), Somerset County (Somerset area).
Southwest (982 acres): Allegheny County (City of Pittsburgh Revitalization), Beaver County (Ohio-Beaver Revitalization), Butler County (Butler Business/Industrial Parks), Fayette County (Fayette Industrial Parks), Indiana County (Indiana Business Parks), Washington County (Southeastern Washington Business/Health Parks), Westmoreland Country (Upper Westmoreland Redevelopment, Lower Burrell Waterfront Redevelopment).
