The basis of immigration law is found in the Immigration and Naturalization Act (INA). The provisions of the INA were enacted into law in 8 USC. The agency responsible for enforcing immigration laws is the Immigration and Naturalization Service (INS), a subset of the Department of Justice, which has promulgated regulations at 20 CFR Title 8. The Consular branch of the Department of State is responsible for issuing visas and monitoring the entry of foreign nationals into the United States. Finally, many of the provisions of the INA are designed to protect United States workers. These provisions are enforced by the Department of Labor.
